देशांत येत्या ऑक्टोबरपासून 5-जी स्पेक्ट्रमला सुरुवात होणार असून पुढच्या साधारण 1 ते 2वर्षात , देशभर 5-जी नेटवर्क पसरलेले असेल, अशी माहिती केंद्रीय रेल्वे, दूरसंचार , इलक्ट्रॉनिक्स आणि माहिती तंत्रज्ञान मंत्री अश्विनी वैष्णव यांनी आज मुंबईत दिली. “भारतासाठी 5-जी नेटवर्कमधील संधी” या विषयावर माहिती देण्यासाठी त्यांनी आज मुंबईत पत्रकार परिषद घेतली होती. अलीकडेच झालेल्या 5-जी स्पेक्ट्रम लिलावाला दूरसंचार उद्योगाने दिलेल्या उत्तम प्रतिसादाबद्दल,त्यांनी उद्योगांचे आभार मानले. “5-जी सेवा, देशांत येत्या ऑक्टोबर पासून सुरु होईल, स्पेक्ट्रमचा लिलाव येत्या 2-3 दिवसांत पूर्ण होईल. त्यानंतर लगेचच, स्पेक्ट्रम वितरण प्रक्रियाही पूर्ण होईल. हे वितरण पूर्ण झाल्यानंतर, कंपन्यांनी लवकरात लवकर ही सेवा सुरु करावी, अशी सूचना आधीच दिलेली आहे. असे सगळे नियोजन आम्ही केलेले आहे.” अशी माहिती अश्विनी वैष्णव यांनी दिली.

त्याआधी आज, वैष्णव यांनी, मुंबईत झालेल्या दूरसंचार क्षेत्रातील गुंतवणूकदारांच्या गोलमेज परिषदेच्या सांगता सोहळ्यात सहभाग घेतला.  “5-जी ऑपररेशन्स  मधील गुंतवणुकीच्या संधी आणि दूरसंचार क्षेत्रातील सुधारणा यावर या परिषदेत विशेष भर देण्यात आला होता. भारताने 5-जी आणि 6-जी अशा तंत्रज्ञानात जगाचे नेतृत्व करावे, अशी अपेक्षा त्यांनी व्यक्त केली.

याच संदर्भात बोलतांना, अश्विनी वैष्णव म्हणाले, की सप्टेंबरमध्ये या क्षेत्रात झालेल्या सुधारणांपासून ह्या क्षेत्राची कामगिरी उत्तम राहिलेली आहे. “5-जी स्पेक्ट्रमच्या लिलावाला मिळत असलेला प्रतिसाद बघता, हा उद्योग उभारी घेत असल्याचे दिसत आहे.  लिलावाचे निकाल अतिशय चांगले असून दूरसंचार कंपन्यांनी, स्पेक्ट्रम खरेदीसाठी 1.49 लाख कोटी रुपयांपर्यंतची गुंतवणूक करण्याची हमी दिली आहे, याचाच अर्थ, हे क्षेत्र हळूहळू परिपक्व होत आहे, असे दिसते,” असे वैष्णव म्हणाले.

अतिशय यशस्वी अशा स्पेक्ट्रम लिलावाच्या मागची कारणे सांगतांना ते म्हणाले, “ एकीकडे, आम्ही राखीव किंमत कमी केली तर दुसरीकडे, आम्ही स्पेक्ट्रम वापरायचे शुल्क  (SUC) देखील कमी केले; हा एक महत्वाचा बदल होता, त्यामुळे आम्हाला उत्तम प्रतिसाद मिळण्याची खात्री होती. तर दुसरीकडे, पेमेंट करण्याच्या अटी-शर्तीमध्ये बदल करण्यात आला. आधीच्या लिलावात सुरुवातीलाच एकरकमी पेमेंट करावे लागत असे. मात्र, आता सगळी रक्कम 20 हप्त्यामध्ये भरण्याची सुविधा आम्ही दिली आहे. यामुळे पेमेंट करण्यासाठीचा दबाव कमी झाला आहे. त्यामुळे ऑपरेटर्स, नेटवर्कची व्याप्ती वाढवण्यावर भर देऊ शकतात.  तिसरे म्हणजे, आधी खूप मोठी बँक हमी द्यावी लागत असे,  ज्याचा मोठा भार कंपन्यांवर पडत असे, आता ती रद्द करण्यात आली आहे.”

5G सेवांच्या दर निर्धारणाविषयी सांगायचे झाले तर जगात दूरसंचार सेवांचे दर सरासरी 2,400 रुपये आहेत, मात्र भारतात ते 200 रुपये प्रति महिना इतके आहेत. संपूर्ण जगात भारतात  डेटाचे दर सर्वात कमी आहेत, असे वैष्णव यांनी सांगितले. भारतात इतर खर्च लक्षणीय रित्या नियंत्रणात  असल्याने आपण इतर राष्ट्रांच्या तुलनेत अधिक वेगाने  5G तंत्रज्ञान देशात आणू आणि कदाचित जागतिक कल राखण्यात यशस्वी होऊ , असा विश्वास त्यांनी व्यक्त केला. भारत संचार निगम लिमिटेड, BSNL, बाजारपेठेत संतुलन साधण्याचे कार्य करत असल्याने 5G सेवा लवकर विकसित होतील, असे ते म्हणाले.

स्पेक्ट्र्मचा वापर एक स्रोत म्हणून करताना तंत्रज्ञान-तटस्थ पद्धतीने करायला हवा, स्पेक्ट्र्म भाडेतत्वावर देणे, 5G साठी 4G स्पेक्ट्रम वापरणे, अशा गोष्टींना परवानगी दिली पाहिजे, या सुधारणांमुळे उद्योगजगताला काही प्रमाणात शाश्वती आणि स्थैर्य मिळू शकेल, असे त्यांनी सांगितले.

5G च्या प्रवासात स्थानिक कंपन्यांचा हातभार

आपल्या  बौद्धिक संपदा अधिकारांना  संपूर्ण जगात ओळख मिळावी यादृष्टीने आपल्या  उद्योगांचे मानक निश्चित करून    सॉफ्टवेअर सोल्यूशन्स आणि एंड-टू-एंड 4G टेक स्टॅकसह दूरसंचार सेवांची  संपूर्ण परिसंस्था  विकसित करावी लागेल, असे वैष्णव म्हणाले.

दूरसंचार क्षेत्रात सुधारणा

भारताचे दृसंचार नियमन जागतिक दर्जाचे व्हावे, जेणेकरून संपूर्ण जग भारताच्या दूरसंचार नियमनाचे अनुकरण करेल, असे अतिशय स्पष्ट उद्दिष्ट पंतप्रधान नरेंद्र मोदी यांनी आपल्या समोर ठेवले आहे. गेल्या सप्टेंबरमध्ये, न्यायालयांनी अंतिम निकाल दिल्यानंतर दूरसंचार क्षेत्रातील सुधारणांचे पहिले पॅकेज सुरू करण्यात आले आहे, असे ते म्हणाले.

आपण या  संपूर्ण सुधारणांच्या  प्रवासाला आरंभ केला आहे,  ओएसपी अर्थात अन्य सेवा पुरवठादार हे या सुधारणांचे पहिले पाउल होते. आपण धोरणात्मक आणि प्रक्रियात्मक सुधारणा केल्या, बिगर सार्वजनिक नेटवर्क आणि स्पेक्ट्रम भाडेतत्त्वावर देणे ही देखील  आणखी एक खूप मोठी सुधारणा झाली आहे.”

पुढच्या टप्प्यात, परवाना देण्याची संपूर्ण प्रक्रिया अशा प्रकारे बदलण्यात आली की आज एकही  परवाना 30 दिवसांपेक्षा जास्त काळ प्रलंबित राहत नाही, जोपर्यंत उपग्रह संप्रेषणासारखी फार मोठी धोरणात्मक समस्या असते, ज्यावर ट्राय, अर्थात भारतीय दूरसंचार नियामक प्राधिकरणासारख्या  एखाद्या संस्थेने निर्णय घेणे आवश्यक आहे. टॉवर उभारण्यासाठीचे  जवळपास 75% अर्ज आता काही मिनिटांत मंजूर केले जातात, असेही मंत्री म्हणाले. या क्षेत्रातील सुधारणांनंतर  2.5 लाख टॉवर परवाने  देण्यात आल्याची माहिती त्यांनी दिली

लिलाव दिनदर्शिका

उद्योगांच्या गरजेनुसार लिलाव दिनदर्शिका तयार करण्यात येत आहे, मंत्री असेही म्हणाले .

दूरसंचार क्षेत्रासाठी पीएलआय योजना

दूरसंचार क्षेत्रासाठी पीएलआय योजनेदेखील खूप चांगला प्रतिसाद मिळाल्याचे वैष्णव यांनी नमूद केले.

दूरसंचार विभागाने स्टार्ट-अप विकास उत्पादनांसह आराखडा-आधारित उत्पादन करण्याचा निर्णय घेतला आहे. पुढील 2-3 वर्षात या संस्था निर्यातदार होऊन जगात आपला ठसा उमटवतील अशी अपेक्षा आहे, असे मंत्री म्हणाले

मंत्रालयाचे पुढील उद्दिष्ट दूरसंचार उद्योगाला नियंत्रित करणारी संपूर्ण कायदेशीर रचना बदलणे आणि पुरातन कायदे रद्द करणे हे आहे असे केंद्रीय मंत्र्यांनी नमूद केले . दूरसंचार पोर्टलवर अपलोड केलेल्या सल्लामसलत पत्रकावर भागधारकांनी आपल्या सूचना द्याव्यात असे आवाहन केंद्रीय मंत्र्यांनी केले आहे.

The Union Minister of Ports, Shipping & Waterways and Ayush, Sarbananda Sonowal affirmed India’s commitment towards unlocking the trade potential with the Central Asian region through the use of Chabahar Port in Iran.  On the occasion of ‘Chabahar Day’, Union Ports, Shipping & Waterways Ministry along with the Indian Ports Global Ltd. (IPGL) which was formed to participate in Shahid Behesthi Port at Chabahar development project, organized a conference in Mumbai today, where the Union Minister Shri Sonowal and the Minister of State for Ports, Shipping and Waterways and Tourism Shri Shripad Yesso Naik interacted with the high level diplomatic delegation from Central Asian Countries. Shri Sonowal also said, “Our vision is to make Chabahar Port a transit hub under the International North-South Transport Corridor (INSTC) to reach out to CIS countries”.

“Chabahar Day” is celebrated to mark the beginning of INSTC - an Indian vision to economize movement of cargo between India and Central Asia. The Chabahar Port located in Iran is the commercial transit centre for the region and especially Central Asia.

The high level diplomatic delegation present on the occasion included His Excellency Mr. Nurlan Zhalgasbayev, Ambassador, Republic of Kazakhstan; His Excellency Mr Asein Isaev, Ambassador, Kyrgyzstan; His Excellency Mr Lukmon Bobokalonzoda, Ambassador Tajikistan; His Excellency Mr Shalar Geldynazarov Amassador, Turkmenistan, His Excellency Mr Dilshod Akhatov, Ambassador, Uzbekistan, His Excellency Mr Jalil Eslami, Deputy of Port and Economic Affairs of PMO; Ms Zakia Wardak, Consul General (CG), Afghanistan; His Excellency Dr A M

Alikhani, Consul General, Islamic Republic of Iran and His Excellency Mr Masoud Ostad Hossein . Shri Rajeev Jalota, Chairman, Indian Ports Association, Shri JP Singh, Joint Secretary (PAI), Ministry of External Affairs and Shri Sunil Mukundan, MD, Indian Ports Global Ltd. (IPGL) were also present among the dignitaries.

Speaking at the event, the Union Ports, Shipping and Waterways Minister said, “The idea of INSTC via the vibrant Shahid Beheshti Port at Chabahar in Iran is an idea to connect the two markets using a multi modal logistical corridor”. This will rationalise our logistics cost which will contribute towards the trade volume between the two regions, he said. Thanking all the stakeholders’ who have shown active support for the development of the Chabahar Port, he said, through combined efforts, a point of connectivity enhancing trade and commerce among India and Central Asian countries has been successfully developed.

Shri Sonowal further said, Chabahar Port links the rich Central Asian region with the South Asian markets. It has emerged as significant for trade, economic collaborations and connecting people between the two geographies. Owing to the potential of the Central Asian markets, the India-led connectivity has provided a secure and commercially viable access to the Indian Ocean region for Central Asian countries. This link will not only provide connectivity, but also drive investments further supporting our cultural and political ties, he added.  It will additionally develop the transit and transport potential of the Central Asian Region and improve their logistic network, he added.  Chabahar Port will lead to promoting a joint initiative to create a regional and international transport corridor over there, said the Minister. Further, the aim is to develop universally recognized international norms, good governance, rule of law and equality at Chabahar Port, said the Minister.

Shri Sonowal also said that loading and unloading capacity of the Shahid Beheshthi Port at Chabhar which today stands 8.5 million tonnes, will be enhanced to 15 million tonnes on completion of the Phase I of the project.

Welcoming the Central Asian countries to use the services of Shahid Beheshti Port for facilitating their trade with India and other external markets, Shri Sonowal urged all stakeholders to provide suggestions on promoting Chabahar INSTC Link to further reduce the transportation time, open a shorter, faster and more reliable route from India to Central Asia and increase the feasibility of hassle-free trade between the two regions. “I would like to take this opportunity to request all of you to take this message ahead to make your business community aware about the opportunity and potential that this route may unlock”, said Shri Sonowal.

MoS Shri Shripad Yesso Naik said that, in the coming years, developments in the Shahid Beheshti Port will support the faster growth of business and raise standards of living in the region. This infrastructural linkage would lead to expansion of trade and investment prospects in the region, he added. “This trade meet will have to create opportunities through Shahid Beheshthi Port and help it grow more in the maritime sector”, Shri Naik stated in the conference.

During the event, the delegates from the Central Asian countries highlighted how Chabahar link with INSTC can play a vital role in boosting EXIM trade in their regions and its potential to further boost development in the landlocked countries. During the day-long event, several presentations & Govt to business sessions took place. Presentations & speeches were given by Chairman IPA, MD IPGL, FFFAI & Joint Secretary, Ministry of External Affairs, Govt of India.

"5G ऑपरेशन्स आणि दूरसंचार सुधारणांमध्ये गुंतवणुकीच्या संधी" या विषयावरील दूरसंचार गुंतवणूकदारांची गोलमेज परिषद आज सकाळी मुंबईत सुरू झाली. परिषदेचे उद्घाटन डिजिटल कम्युनिकेशन्स आयोगाचे अध्यक्ष आणि दूरसंचार विभागाचे (DoT) सचिव के राजारामन यांनी केले.

केंद्रीय दळणवळण, इलेक्ट्रॉनिक्स आणि माहिती तंत्रज्ञान मंत्री अश्विनी वैष्णव दिवसअखेर बँकिंग प्रमुख आणि उद्योगातील सहभागींसोबत चर्चेच्या एका फेरीत सहभागी होतील. त्यानंतर ते समारोपाचे भाषण करणार आहेत.

5G तंत्रज्ञान विकसित करणे हा सरकारने घेतलेला एक महत्त्वपूर्ण निर्णय आहे, असे उद्घाटन सत्रात बोलताना के राजारामन यांनी सांगितले. परिषदेचा उद्देश त्यांनी स्पष्ट केला. दूरसंचार क्षेत्रात अधिक गुंतवणूक आणण्यासाठी आणि नोकऱ्या निर्माण करण्यासाठी आपण एकत्र कसे काम करू शकतो हे पाहण्याचा विचार आहे, असे ते म्हणाले. अलीकडील अनेक सुधारणांमुळे दूरसंचार क्षेत्रातील उच्च खर्च कमी झाला आहे. सरकार भारतात 5G सुरू करण्याच्या प्रक्रियेत स्थानिक कंपन्या आणि स्टार्ट-अपना प्रोत्साहन देऊ इच्छित आहे, असे ते म्हणाले. 5G साठी आवश्यक तंत्रज्ञानाचा साठा देशात तयार होईल याची ग्वाही देण्यासाठी सर्व भागधारकांनी एकत्र येण्याचे आवाहन त्यांनी केले. “स्थानिक कंपन्यांना प्रोत्साहन देण्यासाठी आणि विविध घटकांची चाचणी घेण्यासाठी जोरदारपणे पुढे येऊन प्रयोग करावेत  जेणेकरून आपण स्थानिक चॅम्पियन तयार करू शकू असे त्यांनी सांगितले.  या संदर्भात, त्यांनी भारत @2047 च्या व्हिजनच्या अनुषंगाने देशात तंत्रज्ञान विकसित करण्यावर काम करण्याचे आवाहन केले. दूरसंचार क्षेत्रात भारताला जागतिक पातळीवर नेण्याच्या दृष्टीने सरकारने काय करण्याची गरज आहे याबद्दल त्यांनी संबंधितांना त्यांचे विचार मांडण्याचे आवाहन केले. 3GP मानकांच्या अनुषंगाने कमी मोबिलिटी लार्ज सेल तंत्रज्ञानामध्ये योगदान देण्यामध्ये संशोधन समुदायाने उत्कृष्ट कार्य केले आहे. आम्ही या तंत्रज्ञानावर काम करणार्‍या विविध स्टार्टअपना देखील समर्थन देत आहोत. त्यांनी स्टार्टअप्स आणि प्रारंभिक टप्प्यातील कंपन्यांना दूरसंचार उद्योगातील या रोमांचक टप्प्यात सामील होण्याचे आवाहन केले.

“उद्योगातून अधिक गुंतवणूक आणण्यासाठी युनिव्हर्सल सर्विस ऑब्लिगेशन फंड (USOF )कडचा संशोधन आणि विकास निधी सीड फंड म्हणून काम करेल अशी आम्हाला अपेक्षा आहे. सेंटर फॉर डेव्हलपमेंट ऑफ टेलिमॅटिक्स (C-DOT) ने एक सहयोगी प्लॅटफॉर्म तयार केला आहे जिथे उद्योग गुंतवणुकीचा फायदा तंत्रज्ञान स्टॅक तयार करण्यासाठी केला जाऊ शकतो ज्याचा उपयोग उद्योगांना बाजारापर्यंत पोहोचण्यासाठी करता येईल”, असे ते म्हणाले.

दूरसंचार विभाग सचिवांनी सर्व दूरसंचार उद्योग भागधारकांना देशी तंत्रज्ञानाचे प्रात्यक्षिक करण्यासाठी आणि परदेशी गुंतवणूकदारांना त्यांची विक्री करण्यासाठी सप्टेंबरमध्ये होणाऱ्या इंडिया मोबाइल काँग्रेसमध्ये सहभागी होण्यासाठी आमंत्रित केले. इंडियन मोबाईल काँग्रेसमध्येही 6G वर तांत्रिक सत्र होणार आहे, असेही ते म्हणाले.

दूरसंचार विभागाचे आंतरराष्ट्रीय समन्वय  उपमहासंचालक आर.के. पाठक यांनी ‘सध्याची स्थिती आणि 5G साठी भविष्यातील रोडमॅप’ या विषयावर सादरीकरण केले. नागरिकांना 100 मेगा बाइटस प्रतिसेकंद मिळवण्यास 5G सक्षम करेल, यावर सादरीकरणात भर होता.

i) भारतावर 5G चा एकत्रित आर्थिक प्रभाव 2035 पर्यंत एक ट्रिलियन अमेरिकन डॉलर्सपर्यंत पोहोचू शकतो; विविध क्षेत्रांमध्ये माहिती- तंत्रज्ञानाचा वेगवान विस्तार करून भारतामध्ये एक मोठे सामाजिक परिवर्तन घडवून आणू शकते.

ii) सरकारने आत्मनिर्भर भारत 5G न्यू रेडिओ (NR) स्टँड अलोन एंड-टू-एंड नेटवर्कची कल्पना केली आहे.

iii) 5G अतिउच्च कनेक्टिव्हिटी, डायनॅमिक कंटेंट आणि संगणकाला जोडण्याचे वचन देते, वैयक्तिक बुद्धिमत्तेला चालना देणार्‍या ॲप्लिकेशन्सचे क्षेत्र उघडून गोष्टींच्या अमर्यादित सहकार्यासाठी सुविधा देते.

दूरसंचार विभागाचे अतिरिक्त सचिव  व्ही एल कांथा राव यांनी स्वागतपर भाषण केले. दूरसंचार क्षेत्रातील विशेषत: 5 जी क्षेत्रातील गुंतवणुकीच्या संधींबद्दल परिषदेत चर्चा केली जाईल, असे ते म्हणाले. तंत्रज्ञान क्षेत्रातील कंपन्यांच्या योग्य परिश्रमानंतर ज्यांच्याकडे कल्पना आहेत आणि जे गुंतवणूक शोधत आहेत अशा उद्योगातील कंपन्यांना त्यांच्याशी जोडण्यासाठी दूरसंचार विभाग काम करेल. त्यामुळे या कंपन्या तंत्रज्ञान तयारीच्या टप्प्यातून गेल्या आहेत हे समजेल असे राव यांनी सांगितले. अनेक निवडक स्टार्ट-अप्स आणि सूक्ष्म, लघु आणि मध्यम उद्योगांनी त्यांच्या तंत्रज्ञानाचे प्रात्यक्षिक केले.
