Reaction to Union Budget 2020 – Professor Mahadeo Jaiswal, Director, IIM Sambalpur

The Union Budget for FY20-21 has put emphasis on Aspirational India and a Caring Society for a more inclusive budget that would benefit all sections of the society. There are two sides to the budget that was announced today. The positive side is that the corporate tax has been reduced to 15% which will now be among the lowest in the world which will boost the industry. No compulsory audit for small businesses of up to INR 5 crore which was earlier INR 1 crore will further ensure ease of doing business. This will also uplift the industry and take forward the restructuring and reshaping. Reduction of income tax will increase individual income. This will mean that people will eventually have more money to spend.

Introduction of Foreign Direct Investment and External Commercial Borrowings will be beneficial to the education sector. It will help improve the quality of education in the country further. Offering online degrees by institutions who are ranked within top 100 in the National Institutional Ranking framework will promote online education and provide quality education to students of deprived section of the society.

There are also a few concerns with the budget. A large number of MSMEs in India are unorganized and operate as individual proprietors. Since they are not registered as a company, their tax liability will still be very high. If they earn 15 lakhs, they will have to pay 30% tax as individuals. This would mean small companies will pay more tax than large companies. This should have been taken care of. I would have expected more tax cut for higher income earnings.  Moreover, GST is still a challenge for the MSME sector. They should have been given a tax holiday in order to boost the sector.

Skill is a very big area. It creates employment and entrepreneurship. Investment in skill development could have been higher.

Overall, the budget is more investment friendly and corporate friendly. Emphasis has also been given to welfare including education, health and agriculture.

Nagaland forays into high fashion with MONGKEN ‘My Beloved’

In a pioneering move towards consolidation of intellectual patenting and property rights on cultural heritage,  the Government of Nagaland launched the brand Mongken, a handholding initiative of the Department for Development of Underdeveloped Areas (DUDA) Nagaland,  in partnership with TRIFED, Union Ministry of Tribal Affairs (MOTA) to document the traditional patterns and motifs among the Nagas in the Eastern Nagaland Region.

Mongken was officially launched by Mr. CM Chang, Minister for Forest, Environment & Climate Change, and Justice & Law, Government of Nagaland in the presence of Mr. Pravir Krishna, Managing Director of TRIFED, Union Ministry of MOTA, Mr. Temjen Imna Along Minister for Higher and Technical &Tribal Affairs, Government of Nagaland, Mr. Toshi Wungtung, SCERT and IPR, and Mr. Bongkhao Konyak, Advisor, DUDA, Mr. KG Kenye, MP, Rajya Sabha, and Mr. L Kire, Additional Chief Secretary, Government of Nagaland. The launch was held at the Holiday Inn, Aerocity, New Delhi, the 28^th of January, 2020.

Various diplomats from across the globe attended the launch. Most prominent attendees from the international community are H.E Shin Bongkil, Ambassador, Republic of South Korea, Mr. Dato Paduka Haji Sidek Ali, High Commissioner, Brunei High Commission and Diplomats from Japan, Taiwan, and Estonian Embassy.

The event also saw the release of the Mongken catalogue by renowned Naga Fashion Designer Mr. Atsu Sekhose and Minister CM Chang.

Dr. Anungla Imdong Phom, Joint Director, DUDA, Government of Nagaland, in her introductory remarks, said that Mongken is to create economic opportunities for local designers, skilled artisans, and craftsmen from Nagaland, special focus on underdeveloped regions in Nagaland. She maintained that the garment sector remains a key area for the state, with immense potential and marketability due to its colourful, exotic motifs and patterns. Mongken would help in patenting these traditional patterns and motifs for conservation and preservation. It will also handle copyright infringement on digital platforms. She also highlighted that Mongken can help in upskilling local weavers and enthusiastic youths in taking up this career path as skilled weavers.

Mongken encourages accountability by imbibing traditional sensibilities of storytelling and respectfulness, an important part of the design and motif of every traditional Naga garment woven by traditional artisans and weavers. Therefore, Mongken garments would reflect these cultural sensibilities, at the same time, made wearable for everyday wear by seamlessly incorporating it into the modern fashion culture.

Lastly, Dr. Anungla emphasised that Mongken will function as a mode through which local products can be marketed by participating in festivals, trade expos organized by TRIFED and other similar agencies. The Tribal Cooperative Marketing Development Federation of India Ltd.  (TRIFED) under MOTA will promote it as a collaborative venture while the apparel and clothing line of Mongken will be promoted through the Tribes India outlets across the country.

Attendees lauded the initiative of DUDA as timely and much-needed effort to boost the local economy and offer the world the beautiful traditional patterns and motifs of the Nagas. Designer Atsu Sekhose particularly appreciated the initiative as an important response to the urgency of the time to enter the competitive world of garment and apparel production for the Nagas.

Ms. Sonalika Sahay hosted the launch. The four participating designers were Ms. Asen Longkumer, Mr. Tarep Longkumer, Ms. A. Ngamnoi Konyak and Ms. Seyie Zecho. Their creations were inspired by designs and motifs used among the six Naga tribes of Eastern Nagaland Region – The Konyak, The Chang, The Phom, The Yimchunger, The Sangtam and The Khiamniungan. Treasurer for CREDAI NCR - With the lowering of personal income tax, the middle-class and millennials will have more disposable income, thereby spurring spending and growth in the economy which will in turn also reflect in residential purchases. Affordable housing segment has also got a boost with the Hon’ble FM proposing to extend the tax holiday by one more year. The Budget 2020 announced by Hon’ble Finance Minister today isa practical budget, with directional announcements towards improved ease of business, with ideas such as amendments to Companies Act, simplified GST returns, reduced tax harassments etc. and also various developmental schemes. However, we look forward to speedy and efficient implementation. There are some measures to attract foreign investments as well and a new optional income tax regime, for a feel good factor. DDT has been abolished but dividend taxed at the hands of the investor will pinch her or him.

From an EV industry point of view, the budget is quite neutral. FM has announced new scheme to promote automotive electronics and semi-conductors manufacturing which in the long run, can aid EV component manufacturing in the country.

Budget also contains notifications on increased customs duty on EV imported in form of CBU/SKD/CKD, to encourage“Make in India”.  In coming years, we feel that duty on EV component import should also be increased to promote local component manufacturing. 

Overall, while the budget lacks big impact announcements, we welcome this budget and appreciate Government’s steps towards development, ease of doing business and steps to increase EVmanufacturing by the industry.

India also has a burgeoning young working population with a median age of 28.4. Many in urban India are calorifically sufficient but nearly 70% are nutritionally deficient, which causes several long-term health problems and diseases. Making the needs of nutrition and health through good quality food is the most urgent need of the country. The proposed allocations of Rs.35, 600 crores for Nutrition-related programs will really help address the issue of malnutrition in the country. However such aid programs need to be carefully administered to organizations which are on the front line providing affordable and nutritious meals to common man, woman, and children

National Technical Textile Mission is proposed for the year 2020-21 with implementation duration of 4 years proposed aiming to develop technical textile sector with an outlay of Rs 1,480 crore to cut down on imports. We see a growth in skilled man-force and employment opportunities thereby increasing the overall output and quality of Indian textiles providing an export boost to the sector.

The fish production is aimed to be raised by 200 lakh production by 2022-23. With the Union Budget proposed today, we see a positive impact on the growth in employment opportunities and rural income. Sagar Mitras is an appreciative initiative for rural youth in fisheries. Thus Fish Farming is now a thriving sector and we see the sector GDP and turnover graph ascending with time.

NABARD refinancing scheme is widened and credit availability of Rs. 15 lakh Crore with an aim to fund agricultural and rural related activities. With 16 point action plan for farmers, the government allocated 2.83 lakh crore rupees for agriculture and allied activities with an aim to double the farmers income. Keeping in mind the Caring India theme, 6.11 crore farmers to be insured under Fasal Bima Yojana for farmers in the Aspirational India.

A Fruitful budget for the healthcare sector

Kolkata, 1^st February, 2020 : The government has shown its commitment towards healthy India by providing INR 69,000 crore to the healthcare sector. It has rightfully focused on bringing in several key structural reforms for the nation moving towards that goal. It is heartening to see the Government’s display of commitment and concern towards rural healthcare by announcing more empanelled hospitals under the flagship Ayushman Bharat Scheme in Tier 2 and 3 cities. The budget has rightly outlined by specifically focusing to those areas where there are no hospitals. The proposal to set up Viability Gap funding window to build hospitals in the public-private-partnership (PPP) model will widen the scope of the government’s flagship scheme, AB-PM-JAY and will provide large scale employment opportunities to youth.

It is encouraging to see the government’s support towards manufacturing high end medical devices under the Make in India program. This will increase affordability and ease of access in procuring the equipment.

On the other hand, the announcement of cess on import of medical equipment will be used for creating infrastructure for health services in the aspirational districts is accepted as a welcome move.

Kolkata, 1^st February 2020, We welcome the measures taken in the Union Budget 2020-2021 pertaining to the agriculture and fisheries sector. I have always maintained that fish is the highest and easiest profit-making commodity and it is a sector that can provide employment to numerous youths. The government has also realized the potential of the sector and proposed schemes that will not only benefit the sector but the overall economy of the country.  Adequate focus has been given to the marine fishery resources as well.

The 3477 ‘SagarMitras’ and 500 fish farmer organisations as well as fish processing and marketing will boost employment opportunities in the sector. The aim to increase fish production to 200 lakh tonnes by 2023 will ensure northward growth. Enhancing fishery exports will also add to the growth.

The expansion of agricultural credit to Rs 15 lakh crore will only mean more financial aid for farmers and improve the sector.

However, the livestock feed industry was expecting an address on the raw material deficit as well as pricing issue that has been plaguing the industry for quite long now and offer some relief. Emphasis should have also been given to farmer’s price realisation issue in the poultry sector.

The introduction of Kisan Rail by Indian Railways for quick and easy transport of perishables across the country and Krishi Udaan by the Ministry of Civil Aviation on international and national routes will immensely help improve value realisation, especially, in the North East states and tribal districts. This will uplift the sector further.

One of the important announcements in this area has been the recalibration of the personal income tax rates. Removal of Dividend Distribution Tax is another commendable step

The single investment clearance cell will bring additional efficiencies. The extension of tax holiday for affordable housing is on the expected lines, given the pressure on the sector. Focus has been retained on urban development by committing to 5 additional smart cities. The focus to boost the primary sector, warehousing, infrastructure and PPP will be useful in the long term. Having said that, the Real Estate sector would have preferred additional benefits.
